SISCone Jet Algorithm

This implementation of the SISCone jet algorithm is optimised for low particle multiplicities. It faster than the reference implementation of G. Salam and G. Soyez up to nine final state particles. For a higher number of final state particles it is recommended to use the implementation of G. Salam and G. Soyez.
